While there has been fairly broad investigation of the effects of various prison treatment/ reclamation programs (Casarjian, 1998), there has not been much look for that has asked inmates and/or some other prison-related staff (Human Service Personnel and Correctional Officers) what they believe to the diverseness of programs inmates really need. In other words, there has been little investigation of what inmates, staff, and correctional officers see as the treatment priorities with respect to rehabilitation.

Staff perceptions of the programs were said to testify that there should be a greater emphasis position on psychosocial and psychoemotional treatment and personal growth. They felt that problems affecting programs were lack of funding, inadequate personnel recruitment and inservice education, and lack of any federal guidelines for conducting certain programs.
Educational rehabilitation programs in New jersey were discussed in a report prepared by the nominate Employment and Training Commission's Corrections Task Force (1997). It was storied that, in New Jersey, the corrections system had grown from rough 6,000 offenders in 1975 to more than 25,000 offenders and more than 19,000 parolees currently. An estimated 70 percent of the incarcerated perform at the two lowest literacy levels.
The second section of the belles-lettres review examined research investigating the attitudes of prisoners, staff, and/or correctional officers regarding rehabilitation treatment priorities. Almost all of the existing studies examined perceptions of educational or vocational rehabilitation programs. In general, these studies channeliseed that prisoners felt these programs did not gibe certain acquisition needs such as learning disabilities. Correctional facility staff felt that these programs should also allow in certain social learning needs such as conflict management skills.

It was also reported that of the near $25,000 spent per offender for each year of incarceration, only 12.5 percent of the Department of Corrections' budget is spent on education. However, research conducted by New Jersey authorities and others was said to show a correlation between education and a reduction in the rate of recidivism.
